Large Solar and Battery Project Faces Local Opposition Over Aesthetics
Mint Renewables, based in Melbourne, is proposing a substantial solar and battery facility that presents considerable challenges, particularly with 116 residences situated within a 4km radius of the site. This ambitious endeavour, named the Magpie Hill solar project, aims for a capacity of 375 megawatts (MW) alongside an eight-hour battery storage system and is currently seeking environmental clearance at the federal level, just north of Canberra.
The development scope encompasses agreements with two landowners to utilise 59 separate lots covering 735 hectares, with operational activities anticipated to commence in 2030.
Community Reaction and Historical Context
Since initiating community engagement last February, the project has encountered some backlash. Goulburn Mulwaree Council Mayor, Nina Dillon, expressed her concerns in August via social media, highlighting potential fire hazards and labelling the project an eyesore.
Despite the criticism, large-scale industrial projects are not entirely uncommon in the region. The nearby Iberdrola facilities, which include the 48 MW Woodlawn and 148 MW Capital wind farms, are located less than 2km from the proposed solar project. The landscape is also dotted with quarries, and other renewable energy initiatives, including solar and wind projects, are in the pipeline within a 30 km radius.
Connection Plans and Technical Considerations
Mint Renewables intends to connect to Transgrid’s 330 kilovolt (kV) transmission line, which runs adjacent to the proposed site. The company is currently evaluating the configuration for the battery system, considering both AC and DC coupling options.
According to the scoping documents, an AC-coupled configuration would enable the solar and battery systems to share the same substation and grid connection, potentially lowering costs by minimising redundant electrical equipment. Conversely, a DC-coupled approach would distribute battery energy storage systems (BESS) throughout the solar area, allowing each battery unit to be situated near the photovoltaic (PV) panels. This configuration would enable direct charging from the PV panels without the need for converting energy to AC initially, therefore enhancing efficiency and reducing energy loss, as well as cutting costs by sharing more electrical infrastructure.
Environmental Adjustments and Protected Species
As the planning processes shape the project’s development, modifications have already been made. New documentation reveals a 100m exclusion zone around the Mulwaree river, while around 15 hectares in the northeast section has been removed following the discovery of a critically endangered ecological community. Additionally, 30m buffers have been designated around black gum trees, and the battery’s position has been relocated further away from nearby homes.
Environmental assessments have noted sightings of two endangered bird species, the flame robin and scarlet robin, along with a little whip snake. The EPBC referral highlights that as many as 75 federally protected species inhabit the area, including the golden sun moth.
