Rooftop solar certificate trading platform suspended by regulator
An online platform offering trading services for certificates generated by the federal government’s rooftop solar rebate scheme has been suspended from participation due to non-compliance with regulatory requirements.
The Clean Energy Regulator (CER) announced the permanent suspension of Greenbot Pty Ltd’s registration, effective from June 11, 2024. This suspension prohibits Greenbot from creating small-scale technology certificates (STCs) under the Small-scale Renewable Energy Scheme (SRES) for rooftop solar panel installations and other clean energy technologies.
Investigation and Consequences
The CER’s decision to suspend Greenbot followed an investigation into the platform’s operations, including its online trading portal and mobile application. The regulator found that the platform’s failure led to the creation of STCs that did not meet the SRES requirements under the Renewable Energy Target (RET). Agents are legally obligated to ensure that certificates meet all necessary criteria before issuance.
Despite the suspension, Greenbot retains the ability to trade certificates that were validly created and registered in the REC Registry before the suspension took effect.
Changes and Alternatives
As a result of the suspension, the CER has also removed the Greenbot Solar Panel Validation (SPV) app, which was used for verifying solar panels and submitting STC claims. Rooftop solar retailers have been advised to select a new provider for Solar Panel Validation within 30 days.
The Solar Panel Validation service, established by the government and industry, ensures that solar panels are authentic, approved modules with manufacturer warranties, and compliant with Australian standards.
Response from Greenbot
Greenbot has contested the CER’s allegations and expressed its intention to challenge the suspension through legal means. In a communication to customers, Greenbot stated its disagreement with the regulator’s decisions and its confidence in resolving the issue promptly.
